President Dodon discussed the budget planning process for 2020 with the IMF Mission

Today the Head of State met with the IMF Mission arrived in the Republic of Moldova with the aim of assessing the budget planning process for 2020 and discussing prospects for cooperation after the completion of the current program in March 2020.

I was informed about the discussions of the Mission members with government bodies, and expressed my position on the most important aspects of the country's cooperation with this international financial organization.

I confirmed our readiness to continue cooperation with the IMF after the expiration of the current program, subject to certain conditions aimed at reliable economic development, improving the level of social protection of the population and genuine strengthening of the public finance system
,” the President said.

We will find opportunities for expanding geography of potential donors on an institutional or bilateral basis, but the main emphasis will be on domestic policies aimed at economic development, expanding the tax base and increasing investment attractiveness, based on the country's national interest.

In this context, I informed the IMF team members about our intention in the near future to launch a package of economic measures aimed at promoting the economic growth of the country. At the same time, I noted our more restrained position regarding a number of fiscal measures promoted under the current program.

In particular, we are talking about changes in tax legislation regarding the HoReCa sector (hotel, restaurant business, catering services) - in our opinion, these measures can harm the prospects for development of tourism - strategic sector for the Republic of Moldova. We believe that measures taken in this direction should be reviewed without prejudice to relations with the IMF,
” said Igor Dodon.

The President also informed the IMF team about the social projects recently put forward by the Presidential Administration: indexing pensions twice a year, ensuring a guaranteed period for receiving pension, and increasing the number of recipients of assistance during the heating period.

At the end of the meeting, I reaffirmed our firm position on avoiding raising taxes and tariffs, since such actions harm economic growth, facilitate the exit of the population from the country and do not bring the expected positive results,” the Moldovan leader said.
